Emma Congreve is an economist at the Fraser of Allander Institute (FAI), leading the Institute’s work on poverty, inequality and inclusive growth. The FAI is long established as Scotland’s leading independent economic research institute with particular expertise in devolved policy. Emma’s particular area of expertise is economic policy relating to poverty and low income. Emma is an experienced economist and has previously held roles at the Joseph Rowntree Foundation and within the Scottish Government.
